HHFDC’s Role in Waiāhole Valley

The HHFDC serves as the landlord and manager for the State-owned portions of the Waiāhole Valley. Our role is unique and multifaceted, rooted in the historic 1977 settlement that preserved the valley’s rural, agricultural character and protected the community from large-scale commercial development.

HHFDC’s primary responsibilities include:

  • Property Management: Overseeing residential and agricultural leases to ensure compliance with State requirements while respecting the community’s established way of life.
  • Infrastructure Maintenance: Managing essential valley infrastructure, including water systems and roadways, to ensure the health and safety of valley residents and farmers.
  • Community Stewardship: Collaborating with the Waiāhole Valley community to maintain the area’s rural integrity, protect agricultural productivity, and manage resources in a manner consistent with the original State purchase intent.

Waiāhole Valley remains one of O‘ahu’s most significant examples of a community-driven preservation effort. HHFDC is committed to upholding this legacy by providing stable, long-term stewardship. We work closely with our lessees—many of whom have multi-generational ties to the land—to ensure that the valley remains a productive, viable, and peaceful agricultural community.
