Current Board Members

Gary Mackler

Gary Mackler
Chair (Kauaʻi)

Gary Mackler previously served as the Housing Development Coordinator for the County of Kauaʻi, Housing Agency, helping to expand affordable rental and for-sale housing opportunities for Kauaʻi’s residents. During his 24-year tenure with the County Housing Agency, he focused on all aspects of affordable housing development, where he facilitated the development and production of more than 1,200 housing units island-wide. Since his retirement from the County in 2017, Gary continues to keep active in the field of affordable housing and is currently serving on the boards of the Hawaii Homeownership Center – Community Land Trust, and Kauaʻi Housing Development Corporation. Gary is a graduate of the University of Hawaiʻi at Manoa where he earned a Bachelor of Arts in environmental studies. He also holds a Juris Doctor degree from Western State University, College of Law.

Carol Reimann

Carol Reimann
Vice Chair (Maui)

Appointed as VP Maui for Alexander & Baldwin in 2018, Carol has embraced executive leadership roles in diverse fields such as housing & human concerns, agriculture, tourism and events management. Most notably, she enjoyed a 25-year career in the visitor industry where she specialized in government advocacy, community support & engagement, marketing, public relations and events management. In her current role, she serves as the senior representative of A&B’s interests on Maui that includes commercial real estate and development, as well as overseeing government and community relations. In addition to serving as a Rotarian, she is very engaged in her community and holds board positions on the Maui Chamber of Commerce, MEO, MEDB and Hale Makua. In the past, she also served as Chair of the Maui County Salary Commission and board member of the Committee on the Status of Women, Maui County Council Boy Scouts of America, Maui Workforce Investment Board, Hawaiʻi Adult Education Council, Maui County Farm Bureau and Maui Visitors Bureau.

Grant Chun

Grant Chun
Director (Nonprofit)

Grant Chun is the recently retired executive director of Hale Mahaolu, a non-profit affordable housing developer and provider in Maui County. In his capacity at Hale Mahaolu, Mr. Chun oversaw the planning, entitlement, funding, construction, and management of the company’s portfolio of housing sites, which are situated on the islands of Maui, Molokai, and Lanai. An attorney by profession, Mr. Chun is a former partner in the Carlsmith Ball law firm. He also served as managing director of the County of Maui, and as vice president of A&B Properties, Inc. on Maui. Mr. Chun continues his engagement in non-profit work as a volunteer with AARP Hawaii, Hale Makua, and the Maui Chinese Cultural Society. Mr. Chun is a graduate of the University of Southern California, and UC Law San Francisco.

Sean Sasaki

Sean Sasaki
Director (Oʻahu)

Mr. Sasaki has over 20 years of project controls and project management experience and has been involved at all levels of the project lifecycle from proposal to closeout. He has experience working on U.S. Department of Defense contracts and commercial clients, specializing in environmental construction, remediation, and facility management. His engineering background and varied experience enables him to effectively serve in other roles such as Safety Office, Quality Control and Construction Management.

Seth Colby

Seth Colby
Director (Ex Officio)

Seth Colby serves as Director of Finance for the Hawaiʻi Department of Budget and Finance, where he oversees the state budget and financial planning. He previously held senior economic policy roles as Chief State Economist at the Department of Business, Economic Development & Tourism (DBEDT) and as Tax Research & Planning Officer at the Department of Taxation (DOTAX). Earlier in his career, he worked in economic and social development across Latin America, the Caribbean, and Africa with the World Bank, Inter-American Development Bank, and the Johns Hopkins University. He holds a PhD in Political Economy from Johns Hopkins University. Seth served as a Peace Corps volunteer in El Salvador and is fluent in Portuguese and Spanish.

James Kunane Tokioka

J.K. Tokioka

James Kunane Tokioka was named DBEDT director on May 5, 2023. Most recently, he served as the Deputy Director for the Department of Transportation’s Airports Division. Tokioka began his political career as a member of the Kauaʻi County Council in 1996, where he served for 10 years. He then went on to serve for 16 years as a member of the Hawaiʻi State House of Representatives. Prior to his public service, Tokioka worked his way through the hospitality industry, both in Hawai‘i and across the United States, doing everything from bussing tables to managing hotels and owning restaurants. Tokioka has also worked for Oceanic Time Warner Cable/Spectrum, where he oversaw new business management programs and assisted with securing the largest single contract in the company’s history.

Scott Glenn

Scott Glenn
Director (Ex Officio)

Scott Glenn serves as a member of the Governor’s Housing Team in the Office of the Governor. He has served in various executive roles in state government, including leading the Office of Environmental Quality Control’s 2019 administrative rules update to provide an exemption pathway for certain affordable housing projects undergoing Chapter 343, Hawaiʻi Revised Statutes, environmental review. He holds a master’s degree in urban and regional planning from the University of Hawaiʻi at Mānoa.
