The Office of the Executive Director provides overall agency leadership, strategic direction, and oversight of day-to-day operations. This department also manages the agency’s public information, including human resources, information technology, and procurement & contract review. Please reach out to this office for high-level inquiries, organizational strategy, or general administrative and operational questions.

The Development Branch manages housing projects from concept to construction, including state-owned land development. Reach out to this team for questions regarding development assistance. Development Branch also oversees support for HHFDC’s Special Projects, such as Waiahole Valley and Villages of Kapolei.

Real Estate Services is the primary contact for current and prospective affordable programs  homeowners. This team manages sales, buyback programs, SAE, and ongoing tenant administration. Reach out to this office for inquiries regarding home ownership opportunities, resale processes, and administrative support for existing HHFDC properties.

The Finance Branch serves as our primary financial engine, administering state and federal funding programs. Contact this office for assistance with tax-exempt bond issuances, Low-Income Housing Tax Credits (LIHTC), the Rental Housing Revolving Fund (RHRF), Hula Mae, DURF, and Single Family assistance programs, and developer proposal evaluations.

As our research, regulatory, and reporting hub, this branch conducts housing needs assessments, oversees environmental and historic reviews, tracks and oversees affordable housing inventory and legislation, and handles compliance and property management. Special Projects

Villages of Kapolei (VOK)

HHFDC maintains ongoing responsibility for the management and oversight of the Villages of Kapolei community. For reports regarding median tree issues, broken light poles, missing street signs, or perimeter wall damage, please contact the VOK maintenance line directly. This dedicated channel ensures that maintenance concerns are routed appropriately for review and resolution by our team.
