Infrastructure Improvement Master Plan for the Iwilei Area

HHFDC serves as a leading coordinator in this multi-agency initiative to design long-range master utility solutions for the Iwilei transit-oriented development (TOD) corridor. Recognizing that affordable housing cannot scale without foundational capacity, this project manages complex planning parameters for sewer, water, and electrical grid upgrades necessary to unlock future workforce housing pipelines in urban Honolulu.

Land Solicitation & Development

Request for Proposals: Kapolei NW Corner

As the primary landowner and public steward of this strategic parcel in West Oʻahu, HHFDC manages the high-level solicitation and master developer selection process for the Kapolei Northwest Corner. This project goes beyond standard underwriting by actively guiding the design concepts, structural infrastructure extensions, and zoning allowances to secure a well-integrated, master-planned mixed-use community.

Special Agricultural Stewardship

HHFDC Special Project – Waiāhole Valley

Representing a unique property management framework completely separate from our traditional housing finance portfolios, HHFDC acts as the state’s custodian and utility operator for the agricultural and residential subdivisions within Waiāhole Valley on windward Oʻahu. HHFDC’s ongoing involvement includes administering long-term ground leases, maintaining localized water delivery infrastructure, and preserving the rural agricultural character of the valley.


Neighbor Island Co-Development

Kahului Civic Center Mixed-Use Complex

On Maui, HHFDC partners with other state departments to co-develop a dynamic civic core that blends state office spaces with affordable workforce housing and community areas. Rather than functioning purely as an investor, HHFDC coordinates the cross-governmental land exchanges, structural layout strategies, and shared infrastructure constraints to bring this multi-faceted municipal hub to fruition.
