Infrastructure Improvement Master Plan for the Iwilei Area

This master plan identifies critical infrastructure improvements required to support Transit‐Oriented Development (TOD) and expanded housing within the Iwilei Infrastructure Improvement Master Plan Area. The area encompasses numerous large landholdings managed by State agencies, the City and County of Honolulu, and private landowners—all of which stand to benefit from regional infrastructure upgrades.

In a commitment to shared vision and coordinated development, the State and the City have executed an Intergovernmental Agreement (IGA) for the master planning and construction of infrastructure improvements. This agreement formalizes our joint effort to revitalize the Iwilei neighborhood through a unified development and financing strategy.

Scope of Infrastructure

The primary focus of this plan is on horizontal, hard infrastructure designed to serve regional needs, ensuring public resources are invested cost-effectively. Infrastructure for this plan is broadly defined to include:

  • Sewer, water, storm water, and drainage
  • Roadways and highways
  • Multimodal and transit facilities
  • Electrical and telecommunications (including broadband)

Additionally, the anticipated population growth will require increased public service infrastructure, including green/open space, public school facilities, and emergency services. Future studies and consultations will be conducted to determine the specific requirements for parks, open space, and Department of Education (DOE) facilities necessary to support this redevelopment.
