Hale Kālele & Hale Hilinaʻi (Honolulu)
Mixed-Use Affordable Housing & Juvenile Services
Hale Kālele and Hale Hilinaʻi represent a landmark public-private partnership that transformed underutilized state land into a 20-story mixed-use development.
Completed in 2022, this project successfully integrates affordable residential units with vital community services in a single, sustainably-built complex. The two components—Hale Kālele (residential) and Hale Hilinaʻi (juvenile services)—function as distinct facilities with separate entrances to ensure operational independence.
Hale Kālele (Residential)
- Units: 200 affordable rental apartments (studios, 1-bedroom, and 2-bedroom).
- Eligibility: Residents must earn no more than 60% of the Area Median Income (AMI).
- Sustainability: Features photovoltaic panels, Energy Star appliances, and was the first project in Hawaiʻi to utilize CarbonCure concrete.
Hale Hilinaʻi (Services)
- Purpose: A Juvenile Services Center and shelter for at-risk youth.
- Facilities: Includes a medical lab, interview rooms, counseling center, and temporary sleeping quarters.
- Location: Occupies the first two floors of the complex with a dedicated entrance on Alder Street.
Partnership & Funding
This $91 million project was the first cross-agency collaboration between the Hawaiʻi Housing Finance and Development Corporation (HHFDC), the Hawaii State Judiciary, and the Kobayashi Group. Funding was supported by Low-Income Housing Tax Credits (LIHTC), Rental Housing Revolving Funds, and Hula Mae Multi-Family bonds.
