Affordable Rental Housing for Maui Families & Wildfire Survivors

Hale Pilina is a vital, all-affordable rental community currently under development in Kahului, Maui, designed to provide stability for local families.

Developed by the Catholic Charities Housing Development Corporation (CCHDC), this 178-unit complex broke ground in mid-May 2025. Located on a five-acre lot on South Pu‘unēnē Avenue, the project consists of two three-story buildings and two four-story buildings. Completion is projected for the second quarter of 2027, with occupancy expected by the end of that year.

  • Total Units: 178
  • One-Bedroom: 89 units
  • Two-Bedroom: 89 units

Eligibility & Priority

  • Income Limits: Tenants must be qualified families earning up to 60% of the Area Median Income (AMI).
  • Special Priority: Families impacted by the Maui wildfires are granted priority for the first two years of the project.

Financial Partnership

Hale Pilina is supported by a comprehensive funding coalition:

  • HHFDC Contributions: $39.6 million in low-interest loans from the Rental Housing Revolving Fund; $58.8 million in Hula Mae Multi-Family (HMMF) Tax-Exempt bonds; and $58.7 million in authorized state and federal tax credits.
  • County Support: Financial contributions from the Maui County Affordable Housing Fund and the County HOME Fund.
