Hale Hilinaʻi
Urban Core Mixed-Use & Juvenile Services Center
Hale Hilinaʻi represents a landmark partnership between the Hawaii State Judiciary and the HHFDC, transforming underutilized state land into a dual-purpose community asset.
Located on a 63,180-square-foot state-leased site bounded by Alder, Elm, and Piʻikoi Streets in Honolulu, this 20-story development successfully integrates essential social services with high-density affordable housing.
Juvenile Services Center
Known as the Hale Hilinaʻi Juvenile Services Center, this component occupies 32,300 gross square feet across the first two floors, providing probation services and shelter for at-risk youth to assist them in becoming productive citizens.
Affordable Housing
The residential tower features 200 affordable rental residences spanning floors 2 through 20. Units are specifically designated for families earning no more than 60% of the Area Median Income (AMI).
Project Recognition & Partnership
This project is a pioneering model for maximizing state-owned land through collaboration between the Judicial and Executive branches of government. It has earned multiple honors, including:

- ASCE Hawaiʻi Outstanding Civil Engineering Achievement Grand Award
