The Hawaiʻi Housing Finance and Development Corporation (HHFDC) website provides supportive pathways to help Hawaiʻi residents find safe, secure homes that fit their budget.

Mayor Wright planned redevelopment project

The HPHA’s Mayor Wright planned redevelopment project could deliver over 2,300 income-restricted rentals to Honolulu.

HHFDC’S Role

Our Collaborative Approach

HHFDC facilitates the creation of affordable housing by partnering with private developers rather than acting as a direct property manager.

We maintain a comprehensive list of these developments in our Affordable Housing Inventory.

HHFDC Connects You to Affordable Rentals

While HHFDC does not manage tenant placement directly, we act as the primary engine driving affordable multi-family development across the islands.

How to Find Approved Affordable Rentals on Condos or Apartments

It is a common misconception that you can find affordable units simply by visiting a building’s main website. In many new residential developments, affordable and workforce housing units are integrated into the building as a small percentage of the total available inventory.

Because these units are mixed in with market-rate apartments, they are often not promoted on the building’s primary landing page. To find these units:

  • Check Management Portals: These buildings usually contract out to specific management firms. Visit these firms’ dedicated portals:
    EAH Housing,
    Locations LLC, or
    The Michaels Organization.
  • Look for Specialized Tabs: On a building’s website, navigate to menus labeled “Affordable Housing,” “Reserved Housing,” or “Workforce Housing.”
  • Use State Inventories: Rely on the HHFDC’s Affordable Housing Inventory to confirm which buildings are officially participating in state-mandated affordability programs.

Important Tips for Applicants

  • Eligibility Enforcement: Income limits are strictly enforced based on the Area Median Income (AMI). Be prepared to provide comprehensive proof of income, tax filings, and residency.
  • Application Process: You will almost always apply through the third-party management company, not through the state government directly.
