Request for Proposals: Kapolei NW Corner
Haku Kapolei (Kapolei Northwest Corner)
The Kapolei Northwest Corner—now known as Haku Kapolei—is the final major undeveloped parcel within the 888-acre Villages of Kapolei master-planned community. Originally envisioned in the late 1980s by the State of Hawai‘i, this project marks the culmination of a decades-long effort to provide high-quality affordable and workforce housing to O‘ahu families.
Located at the intersection of Farrington Highway and Fort Barrette Road, this mixed-use “urban village” serves as a strategic gateway to the Kapolei region, balancing residential needs with community-focused commercial space.
HHFDC’s Leadership & Commitment
As the master developer and steward of the Villages of Kapolei, HHFDC has played a central role in bringing Haku Kapolei to fruition:
- Strategic Planning: HHFDC conducted extensive community engagement and land-use analysis to determine the most beneficial and feasible mix of residential and commercial uses for the site.
- Partnership Development: Following a competitive Request for Proposals (RFP) process, HHFDC selected the partnership of Ikenakea Development LLC and The Michaels Organization to master plan and develop the site.
- Affordability Focus: HHFDC oversees the project’s mandate to deliver up to 900 homes, with rental units targeting households at 30% to 60% of Area Median Income (AMI) and for-sale units set aside for families earning 80% to 140% AMI.
- Project Oversight: HHFDC remains actively involved in the development, financing, and implementation phases to ensure the project meets state housing objectives.
