The Villages of Kapolei (VOK) stands as one of Oʻahu’s most significant master-planned communities. Originally envisioned to provide quality, affordable housing for Hawaiʻi’s residents, the development was spearheaded by the HHFDC (as master developer) to transform West Oʻahu into a thriving residential hub. Today, while the community has matured, the HHFDC remains deeply committed to its ongoing stewardship and functional support.

🏗️ Infrastructure Dedication Update

HHFDC is actively working toward the eventual dedication of community infrastructure—including roadways, sewer systems, and drainage networks—to the City and County of Honolulu. While the community has matured over the decades, the formal transfer process requires extensive legal and technical coordination to meet current municipal standards.

Current Status: We are currently prioritizing the sewer system dedication, with legal and technical reviews underway. Additionally, comprehensive surveys have been completed to roadmap the necessary roadway rehabilitations required by the City prior to final acceptance. We are committed to maintaining these systems to high standards throughout the transition period to ensure minimal disruption to Kapolei residents.

Historical Context: The Master Developer

Under the authority of Act 15, SLH 1988, HHFDC acted as the master developer to expedite the creation of thousands of housing units. By utilizing targeted exemptions from state and county planning and zoning requirements, the agency successfully delivered a balanced community that includes residential homes, parks, and essential public infrastructure.

Ongoing Stewardship

Our partnership with the Kapolei community continues today. As the ongoing property steward, HHFDC manages and maintains vital subdivision infrastructure, including roads, drainage systems, and street lighting. We continue to invest in large-scale roadway rehabilitation to meet modern city standards, ensuring the community remains a safe, vibrant, and well-integrated area for all families.

Infrastructure & Maintenance Updates

HHFDC actively invests more than $1 million annually in maintenance, supplemented by large-scale capital improvement projects. Recent focus areas include:

  • Roadway resurfacing and pavement markings.
  • Upgrades to drainage systems and street lighting.
  • Systematic sewer system dedication work in coordination with the City and County of Honolulu.
  • Ongoing vegetation management and perimeter safety improvements.
