Kakaʻako
The Kakaʻako Community Development District Mauka and Makai Area Plans and Rules are designed to guide the redevelopment of this former warehouse area into a vibrant pedestrian-oriented urban community. The Mauka and Makai Area Plans establish the general redevelopment goals and objectives for each respective area, while the Mauka and Makai Area Rules specify regulations.

Kalaeloa
The Kalaeloa Community Development District Master Plan was adopted in 2006, and the Rules in 2012. The Kalaeloa Strategic Plan also established a mission statement for HCDA to lead a sustained, long-term public/private commitment for the realization of Kalaeloa as a Center for Excellence through partnerships, planning, advocacy, and stewardship.

Heʻeia
The Heʻeia CDD Plan and Rules is based on background research of Heʻeia and the Heʻeia ahupuaʻa; analysis of site resources and constraints; and consultations with key stakeholders, community members, and government agencies.
