A.     Kalaeloa Site Tour:  Three significant areas in the district will be toured in order to provide more information for the Authority members.  The schedule and summary of the three stops are described below:

9:00 a.m.   Depart from Department of Hawaiian Home Lands, Hale Pono`i Conference Room

 

9:10 a.m.   The first stop is the Navy-owned Northern Trap and Skeet Range (“NTSR”) located east of Coral Seas on San Jacinto Road.  The Navy, U.S. Fish and Wildlife, Department of Land and Natural Resources and the HCDA have been in discussions about conveyance to the HCDA.  A deed restriction would require HCDA to execute a conservation management for the endangered species `akoko shrub located in the NTSR.

 

9:25 a.m.   The second stop is the HCDA-owned Kalaeloa Heritage Park (“KHP”) located west of Coral Sea Road and just north of Tripoli Road.  The KHP is the home of over 200 cultural and archaeological significant resources which include sink holes, burials, ancient trails, and platforms.  HCDA has granted the 501-(c)3 non-profit Kalaeloa Heritage and Legacy Foundation a right-of-entry permit to steward this 77-acre site.

9:35 a.m.   The third stop is the State-owned Enterprise Avenue near the intersection of Saratoga Avenue.  The HCDA will be constructing a 12-kv electrical line extension beginning at the intersection of Kapolei Parkway and Fort Barrette.  The underground project will end just past the Federal Bureau of Investigation Complex.

 

9:45 a.m.   Return to Department of Hawaiian Home Lands, Hale Pono`i Conference Room for Recap and Discussion.

B.     Disclosure of Potential Conflict of Interest by HCDA Counsel:  The Authority anticipates convening an Executive Meeting pursuant to Section 92-5(a)(4), Hawaii Revised Statutes, to consult with the board’s attorney on questions and issues pertaining to the board’s powers, duties, privileges, immunities, and liabilities.

C.     Information:  Presentation of Kalaeloa Landholdings by Hunt Companies, Inc.

2.      Decision Making:  Shall the Authority Authorize the Executive Director to Extend the Right-of-Entry for One (1) Calendar Year from Its Current Expiration Date of May 8, 2013 to an Expiration Date of May 9, 2014 for the Kalaeloa Heritage Park that Includes Parcel Numbers 13073-B and 13073-D to the Kalaeloa Heritage and Legacy Foundation?

   V.     ADJOURNMENT

 

Pursuant to Section 92-3, Hawaii Revised Statutes, and Article IV, Section 10 of HCDA’s Bylaws, the Chairperson may limit public testimony on any agenda item to three minutes.

Pursuant to Sections 92-4 and 92-5(a), Hawaii Revised Statutes, the Authority may elect to convene in executive session if any of the exceptions in Section 92-5(a), Hawaii Revised Statutes, apply.

2.      DEFERRED FROM MARCH 6, 2013 MEETING
Decision Making:  Shall the Authority Authorize the Executive Director to Enter into a Construction Contract and Expend Up to $6,104,900 from the Hawaii Community Development Revolving Fund, Leasing and Management Account, for the Renovation of the American Brewery Building?

3.      Decision Making:  Shall the Authority Authorize the Executive Director to Grant an Easement to the Hawaiian Electric Company, Inc. Along Portions of Waimanu Street Owned by the Hawaii Community Development Authority in Order to Provide Service to the Waihonua at Kewalo Development Project, as Recommended by HCDA Staff?

4.      Decision Making:   Shall the Authority Authorize the Executive Director to Execute an Agreement Subordinating its Shared Equity Encumbrance on the Pacifica Honolulu Condominium Unit No. 1008 and Consenting to the Owner’s Request to Refinance the Original Mortgage?

5.      Kewalo Basin Harbor Development Project:  The Authority anticipates convening an Executive Meeting pursuant to Section 92-5(a)(3), Hawaii Revised Statutes, to discuss negotiations relating to the acquisition of public property.*

6.      690 Pohukaina:  The Authority anticipates convening an Executive Meeting pursuant to Section 92-5(a)(3), Hawaii Revised Statutes, to discuss negotiations relating to the acquisition of public property and Section 92‑5(a)(4) to consult with the board’s attorney on questions and issues pertaining to the board’s powers, duties, privileges, immunities, and liabilities.*

   V.     ADJOURNMENT

*Note:  Meals will be served to Authority Members and required staff as an integral part of the meeting during the Executive Session for Members.
