In accordance with social distancing guidelines and directives contained in the Emergency Proclamation issued by Governor David Ige in response to the current COVID-19 pandemic, this meeting will be held virtually (via videoconference and telephone conference).

The meeting will be accessible to the public via:






1. Election of Officers : FY 2020 – 2021

2. Report of the Task Force (Permitted Interaction Group) established pursuant to HRS § 92-2.5 for the Purpose of Identifying Candidates for the Position of the Hawaii Community Development Authority Executive Director. The Authority anticipates convening an executive meeting pursuant to HRS§ 92-5 (a)(4), to consult with the Board ‘s attorneys on questions and issues pertaining to the Board’s powers duties, privileges, immunities, and liabilities relating to the above item.


3. Legislative Update:

a. SB 2940, Relating to the Stadium Development District

b. SR 28/SCR 49, Requesting HCDA to Update & Report on Transit-Oriented Development Planning and Implementation for the Kakaako Community
Development District

c. HB 2200, Relating to the State Budget

d. HB 1928, Relating to Development Districts

e. HB 2725, Relating to Capital Improvement Projects


The Authority may elect to convene in executive session pursuant to Sections 92-4 and 92-5 (a), Hawaii Revised Statutes, if any exceptions set forth therein apply. Written public testimony submitted to the HCDA will be treated as a public record and any contact information contained therein may be available for public inspection and copying.

*Pursuant to Section 92-3, Hawaii Revised Statutes, and Article IV, Section 10 of HCDA’s Bylaws, the
Chairperson may limit public testimony on any agenda item to three minutes.
