Request For Proposals For Women’s Community Correctional Center (Wccc) Kitchen Expansion And Related Improvements

Notice is hereby given that, pursuant to Chapter 103D, Hawaiʻi Revised Statutes, as amended, the Hawaiʻi Community Development Authority (HCDA), in partnership with the Department of Corrections and Rehabilitation (DCR) is soliciting proposals from qualified Offerors to provide design and construction (design-build) services for the Women’s Community Correctional Center (WCCC) Kitchen Expansion and Related Improvements project, located on Oʻahu, Hawaiʻi.

This Request for Proposals (RFP) seeks a qualified design-build contractor to deliver a modern, commercial-grade kitchen facility and infrastructure upgrades to support daily food service demands, enhance emergency storage capacity, and improve the overall resiliency of WCCC operations.

A virtual pre-proposal conference is scheduled on November 17, 2025.

Attendance at the virtual pre-proposal conference and submission of a Notice of Intent to Submit a Proposal are both mandatory requirements of this solicitation. Submission of a notice of intent does not obligate an Offeror to submit a proposal.

Solicitation closes on March 27, 2026, at 4:00 p.m. (HST).
