Request for Proposals for developing a 99-year leasehold, affordable, for-sale, residential-mixed use condominium pilot project

Notice is hereby given that pursuant to Chapter 103D, Hawaii Revised Statues, as amended, (“HRS”), the Hawaii Community Development Authority (“HCDA”) is soliciting proposals from interested offerors for developing a 99-year leasehold, affordable, for-sale, residential-mixed use condominium pilot project consistent with the objectives of Act 97, Session Laws of Hawaii 2023.

A pre-proposal conference is scheduled for February 13, 2024.

A notice of intent to submit a proposal for this RFP is not required but encouraged.
Submission of an intent to submit a proposal does not require the offeror to submit a proposal.

Notice of Intent to Submit Proposals should be emailed to [email protected] by February 20, 2024, 2:00 PM HST.

Solicitation closes on April 16, 2024 – 4pm.

Act 97, Session Laws of Hawaii 2023, established the ninety-nine-year leasehold program to facilitate the creation of low-cost leasehold residential condominium units for sale to Hawaii residents on non-ceded State-owned land near public transit stations and authorized the Hawaii Community Development Authority (“HCDA”) to sell the leasehold interest in residential condominium units located on state lands for lease terms of 99 years.
The objective of this RFP is to select a developer to plan, design, finance, construct, market, and sell the 99-year leasehold, low-cost, for-sale, residential condominium project on State- owned non-ceded lands within an urban redevelopment site (as defined by Act 97, Session Laws of Hawaii 2023) selected by the HCDA (“Project”).
