CANCELLED – September 4, 2024 Decision-Making Hearing
The Hawaiʻi Community Development Authority (HCDA), a body corporate and a public instrumentality of the State of Hawaiʻi, is hereby cancelling the Notice of Public Hearing (Decision-Making) that was published on Thursday, July 4, 2024. Based on the testimony received to date, the HCDA requires additional time to revise the proposed amendments and compilation of HAR Chapter 15-215 relating to the Kalaeloa Community Development District Plan and Rules. As such, the decision-making public hearing, originally scheduled for September 4, 2024 is hereby cancelled.
Background
The original Kalaeloa Master Plan was adopted on March 1, 2006, and the Kalaeloa Community Development District Rules were adopted on September 11, 2012 (Chapter 215 of Title 15, Hawaii Administrative Rules). The Hawaii Community Development Authority (HCDA) is working to develop a Master Plan Update that reflects the changing needs of the community.
We recognize that the vision for Kalaeloa cannot be achieved without meaningful community involvement, and commit to integrate community needs and interests into the redevelopment process.
The Plan and Rules amendment effort is being approached in a two-part process that will first revise the Plan, which will then govern the necessary changes to the Rules. Once the Plan and Rules have undergone their respective planning processes for amendment, both documents are required to go through a formal public hearing process, pursuant to Chapter 15-219, subchapter 4, Hawaii Administrative Rules, and Title 8, Chapter 91, Hawaii Revised Statutes.
The HCDA is working with a consultant team lead by Torti Gallas + Partners to develop a Master Plan Update for this historic area. The public is encouraged to participate in the visioning and planning process to direct growth and development in Kalaeloa. In early 2021, prior to drafting Plan amendments, the HCDA staff, along with Torti Gallas, held many individual stakeholder meetings and conducted interviews with government agencies that are located in the Kalaeloa CDD.
In July 2021, the HCDA staff hosted an initial virtual public meeting to discuss the outcome of the earlier community meetings and interviews and to solicit feedback on the anticipated direction of the Plan amendments.
On September 1, 2021, the HCDA Board established a Permitted Interaction Group to assist the staff and stakeholders in the process of amending the Kalaeloa Plan and Rules and provide recommendations to the Board before the Board makes its decision on adopting the proposed amendments to the Plan and Rules. To date, consultants and staff have completed discussions with all Kalaeloa landowners, tenants, stakeholders, and the surrounding community stakeholders from Waianae, Nanakuli, Kapolei and Ewa. Tori, Gallas+Partners (HCDA Consultant) is working on producing a draft plan. The Plan & Rule PIG’s overarching guidance will assist staff and the HCDA Consultant in developing the proposed amendments.
On June 1, 2022, the “Administrative Draft Kalaeloa Community Development District Master Plan” was presented to this Authority by our consultants from Torti Gallas + Partners, Inc.
On Monday, June 6, 2022 at 6:30 p.m. a virtual community meeting was held, where HCDA staff presented a Draft of the proposed Kalaeloa Master Plan amendments.

On July 29, 2022, the Authority-appointed Permitted Interaction Group (“PI Group”) met to review the synthesized comments that had been submitted by the Authority, the public, and other government agencies. Determinations were made regarding which changes to incorporate into the next draft, which is referred to as the “Draft Kalaeloa Community Development District Master Plan.”
On August 11, 2022, the HCDA Staff presented the Draft at the Rotary Club Meeting for feedback.
On September 7, 2022, the Draft Kalaeloa Master Plan was presented to the HCDA Kalaeloa Board and the community.
On June 7, 2023, the “Administrative Draft Kalaeloa Community Development District Rules” was presented to this Authority by our consultants from Torti Gallas + Partners, Inc.
On June 13, 2023, a virtual community meeting was held to obtain additional public feedback. HCDA staff have been incorporating community and Board comments into the second draft of the Rules. Over 120 comments have been received on the administrative draft rules, primarily from developers and landowners in Kalaeloa.

Comments received were primarily from area landowners and developers.
The next steps:
- Revise the Administrative Draft Rules based on Board and community input,
- Bring the Draft Rules back to the HCDA Board (date TBD), and
- Join the Draft Master Plan & Rules together and commence the public hearing process.
On December 6, 2023 the HCDA Board authorized the Executive Director to schedule hearings pursuant to Chapter 91, Hawaii Revised Statutes (HRS), and Chapter 201M, HRS, regarding the proposed amendments to the 2006 Kalaeloa Plan and Rules, Chapter 15-215, HAR, to clarify rules, streamline permitting, improve planning, and make other amendments.
On December 7, 2023, the proposed amendments were presented at the Small Business Regulatory Review Board Hearing.
In 2024, the HCDA staff continued to meet with members of the community to best incorporate the community wants and needs into the amendments. The 2024 proposed amendments and updates include:
• Establishing a new special land use district to address comments from the
Department of Hawaiian Home Lands (DHHL);
• Designating the Ewa Battlefield Historic District with special design reviews to
protect historic resources, including edits to architectural design standards,
materials, and other design elements; edits to land use transect zones and
allowable activities;
• Updates to definitions and clarifications; and
• Updates to ensure consistency with HRS §§ 206E-4.1 and 206E-5.6, and including
ʻOlelo Hawaiʻi to represent the cultural history and ties of the ahupuaʻa.
On July 3, 2024, the Notice of Public Hearings was posted to the HCDA website.
On July 5, 2024, the proposed amendments to the Kalaeloa Master Plan and Kalaeloa Community Development District Rules were posted to the HCDA website for community review and comment.
In July 2024, the HCDA staff presented the 2024 proposed amendments to the Kalaeloa Plan and Rules to community stakeholders, the Ewa Neighborhood Board, and the Makakilo/Kapolei/Honokai Hale Neighborhood Board.
