Hawaiʻi’s Genuine Progress Indicator (HI GPI)

The Genuine Progress Indicator (GPI) is an economic welfare measure that incorporates the social and environmental costs and benefits of economic activity. Although expressed as a single annual figure, GPI is composed of underlying indicators reflecting economic, social, and environmental change.

From 2000 to 2024, Hawaiʻi’s total GPI continued its long‑run upward trend, increasing at an average annual rate of roughly 2.3 percent. Over this same period, Hawaiʻi’s economic indicators grew by about 2.2 percent per year, social indicators by approximately 1.5 percent per year, and environmental indicators—while remaining negative—improved modestly at an average annual rate of about –0.4 percent. Together, these trends indicate steady gains in economic and social welfare, tempered by persistent environmental costs that continue to offset part of Hawaiʻi’s progress.

Hawaiʻi’s Genuine Progress Indicator (GPI) Report 2022

The Hawaiʻi Genuine Progress Indicator (HI GPI) is a project of the State of Hawaiʻi, developed and maintained by the Department of Business, Economic Development and Tourism (DBEDT). The information presented on this site is based on the report “Updating the Genuine Progress Indicator for the State of Hawaiʻi” by Kirsten L. L. Oleson, Ph.D., and Regina Ostergaard‑Klem, Ph.D., completed as part of a DBEDT‑funded project. All GPI calculations, indicator definitions, and methodological updates reflect the State of Hawaiʻi’s official GPI framework.
