HHFDC Ward survey 2025 FAQ

 

1. What is this survey about?

Act 166 of the 2025 Hawai‘i Legislature requires the establishment of a Government Employee Housing Program within the Hawai‘i Housing Finance and Development Corporation (HHFDC). To help inform and advance this program, the HHFDC has commissioned a survey of State of Hawai‘i employees to learn more about their housing situations and gauge interest in potential government employee housing options. The information collected in this survey can be used to better define the scope of the program and provide insight into the design and construction of future employee housing.

2. Who is conducting the survey?

While HHFDC has commissioned the research, the survey is being conducted by Ward Research, Inc. (www.wardresearch.com), a Honolulu-based research company. Ward Research is administering the survey, collecting the data, and reporting the findings to HHFDC.

3. When will this survey be conducted?

The survey is being administered for about four weeks in October and November 2025.

4. How do I complete the survey?

Employees are being contacted via their State of Hawai‘i email address. The survey invitation includes a link, which will direct them to a website featuring the online survey.

5. How long will the survey take?

The survey should take about 10-15 minutes to complete.

6. Why am I being contacted?

State of Hawai‘i employees are being contacted to learn more about their thoughts and opinions on current housing and future housing preferences. The purpose of this study is to understand the housing situation of current employees and identify what is potentially needed or preferred for future employee housing options.

7. How will this information be used?

The data collected in this survey will be used to provide a comprehensive “picture” of current State employee housing situations to better understand current dynamics of housing. The survey also includes questions about preferences for future employee housing. That data can be useful in designing and constructing future housing options, including identifying potential amenities that are needed and calibrating costs for development and rent.

8. How is the privacy of my responses maintained?

All data collected by Ward Research is confidential. Results will only be presented in the aggregate to HHFDC. All data will be stored on a secure server, and no identifying information will be revealed at any point during this study.

10. I already own a home. Should I complete this survey?

We would like to learn more about the housing situation of all employees, including those who already own homes. It would be great to learn more about State employees who are homeowners too!
