What is the Qualified Allocation Plan (QAP)?
The Qualified Allocation Plan (QAP) is the essential policy document that governs how HHFDC allocates federal Low-Income Housing Tax Credits (LIHTC) to affordable housing developments. It establishes the eligibility criteria, scoring priorities, and compliance procedures that developers must follow to ensure their projects meet the critical housing needs of Hawaiʻi’s lower- and moderate-income families.
