Kuilei Place (Moʻiliʻili)

Ground was broken in early April on the 1,005-unit affordable, for-sale Kuilei Place in Moʻilʻili. Governor Josh Green and HHFDC Executive Director Dean Minakami joined Honolulu City Council Chairman Tommy Waters, Honolulu Mayor Rick Blangiardi, Kobayashi Group CEO Alana Kobayashi Pakkala, and Kobayashi Group co-founders Patrick Kobayashi and BJ Kobayashi at the groundbreaking ceremony.

Sixty percent of the units are designated as either affordable or workforce housing, between 80% and 140% of Area Median Income. The targeted group includes first-time homebuyers in careers that are in high demand such as teachers and nurses. More than 85% of the units, which include one-, two and three-bedroom homes, have already been sold. The target market includes kama’āina workforce families.

Some of the purchasers may be eligible for HHFDC’s new Dwelling Unit Revolving Fund Equity Pilot (DEP) program. Health care professionals, educators and first responders may be able to achieve homeownership as a result of the DEP program through HHFDC’s purchase of a portion of the equity in specific units. The project is expected to be completed in 2027.

“Developments like Kuilei Place prove that we can build for the future while keeping affordability and sustainability at the forefront,” Governor Green said, noting that the community includes many energy-efficient features. Kuilei Place will be the state’s first residential, on-site greywater reuse system, which will recycle water from sinks, showers and laundry machines, thus conserving approximately 11 million gallons of water annually.
