2025 Hale Kamaʻāina Single Family Mortgage Programs
The Hawaii Housing Finance & Development Corporation (HHFDC) administers 2025 Hale Kamaʻāina Single Family Mortgage Programs, offering competitive 30-year fixed-rate mortgages with optional downpayment assistance loans (DPA) to eligible low-and moderate-income homebuyers across the State of Hawaiʻi.
The program operates as a Qualified Mortgage Bond under Internal Revenue Code Section 143 under which HHFDC issues tax-exempt mortgage revenue bonds, allowing HHFDC to finance owner-occupied single-family residences at below-market rates. The program launches with initial issuance of $30 million with larger future issuances anticipated subject to market conditions and demand. The initial issuance is planned to be available in fall 2025.
The Mortgage Rate and DPA Program components apply to most mortgage types for owner-occupied new or existing single-family dwellings, including townhouses, condominiums, and manufactured homes. For Lenders
Lenders must be approved by both HHFDC and Master Servicer, The Money Source, Inc. Lenders must enroll with eHousingPlus and complete eHousingPlus training. Lender loan originations must be compliant with HHFDC’s Hawaii Administrative Rules (HAR) and eHousingPlus’ Program Administrator Guidelines.
