Program Summary
The Hawaiʻi Interim Housing Program (HIHP) was established by the State of Hawaiʻi to assist those displaced by the Maui wildfires by placing survivor households in temporary state-sponsored housing.
HIHP is administered by the Hawaiʻi Office of Recovery and Resiliency (HI-ORR) in collaboration with the State of Hawaiʻi’s Department of Human Services (DHS) and Hawaiʻi Housing Finance and Development Corporation (HHFDC).
HIHP includes all State of Hawaiʻi interim housing sites related to Maui wildfire recovery, including Hale ʻO Lāʻie, formerly the Haggai Institute, in Kīhei, and Ka Laʻi Ola in West Maui, north of Lahaina, and the Hawaiʻi Disaster Rental Assistance Program (RAP), which places survivors in temporary rental units. Additional interim housing sites may also become available in future.
Eligibility Requirements
You may be eligible for HIHP if:
- You are not eligible for FEMA housing support; and
- You lived in Maui County at the time of the disaster; and
- You are displaced from your residence due to the Maui wildfires, or you faced disaster-related income loss that resulted in the loss of your home.
Completing your application for assistance
As noted earlier, the Hawaiʻi Interim Housing Program is no longer accepting new applications. If you have already started an application and would still like to be considered for a HIHP housing unit, you must complete your application by January 15, 2025. No applications will be accepted after this deadline. Please note that applying for HIHP does not guarantee placement in a unit.
You can access your application by visiting this page. For assistance completing your application over the phone, or to schedule an in-person appointment, call the HIHP Contact Center at 808-727-1550.
If you have previously applied for assistance with FEMA or American Red Cross, some of your information may already be pre-populated in the application. Please review all information and complete any missing fields.
When your application is submitted, a member of the HIHP team will contact you to discuss the next steps.
