HHFDC Board bids aloha to members Donn Mende, Jay Kimura

At its June 2025 meeting, the Hawaiʻi Housing Finance and Development Corporation bid a fond aloha to HHFDC Board members Donn Mende (striped shirt) and Jay Kimura, who attended remotely from Hawaiʻi Island. Certificates of Merit were presented to both at the meeting, the last for both men.

Mende, who represented Hawaiʻi County on the Board, comes from a banking and financing background. He began serving on the Board in July 2017 and, as colleagues observed his leadership and intellectual qualities, elected him vice chair in May 2019, and then chair from July 2020 through July 2023. 

Colleagues noted that Mende served on a host of committees and permitted interaction groups, among them the Leasehold Policy, Financial Branch Program rules, the Waiāhole Valley Community Strategic Plan and Executive Director Selection committees or PIGs. 

Kimura first joined the Board as its designated nonprofit member in May 2022. Kimura brought a unique perspective to the Board, colleagues said. Kimura was the long-time executive director of the Hilo-based Hawaii County Economic Opportunity Council (HCEOC) which, under his leadership, fought for the reduction, prevention, alleviation and elimination of poverty on Hawaiʻi Island.

The 2024 Hawaiʻi Housing Planning Study is now available!

The 2024 Hawaiʻi Housing Planning Study (HHPS) has been released and is now available to the public. 

The 215-page study estimates that Hawaiʻi will need 64,490 additional housing units to meet demand by 2027.

While the new total suggests that there was a significant jump in the number of units needed over the 2019 HHPS, the increase is largely the result of a significant increase in the state’s population, as well as an updated and improved methodology that is more accurate than the formula that was used in the previous study.

The results of the study also suggest that, with the help of the state Legislature, the efforts of HHFDC and other state as well as county housing agencies have helped to reduce the demand. In fact, the number of additional units needed would be much greater if not for those efforts.

Affordable for-sale Kuilei Place community breaks ground

Ground was broken in early April on the 1,005-unit affordable, for-sale Kuilei Place in Moʻilʻili. 
 
Sixty percent of the units are designated as either affordable or workforce housing, between 80% and 140% of Area Median Income. The targeted group includes first-time homebuyers in careers that are in high demand such as teachers and nurses.

More than 85% of the units, which include one-, two and three-bedroom homes, have already been sold. The target market includes kama’āina workforce families.
 
Some of the purchasers may be eligible for HHFDC’s new Dwelling Unit Revolving Fund Equity Pilot (DEP) program. Health care professionals, educators and first responders may be able to achieve homeownership as a result of the DEP program through HHFDC’s purchase of a portion of the equity in specific units. The project is expected to be completed in 2027.
