Neighborhood Stabilization

The Neighborhood Stabilization Program (NSP) was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment. Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the goal of the program is being realized.

NSP1, a term that references the NSP funds authorized under Division B, Title III of the Housing and Economic Recovery Act (HERA) of 2008, provides grants to all states and selected local governments on a formula basis.

The Reports and Studies section is designed to provide comprehensive insights into the state’s efforts to increase the supply of affordable and workforce housing. You will find several key categories of documentation:

    • Annual Reports & Financial Audits: The primary archive for historical performance, including annual reports and financial/compliance audits. These documents offer a transparent look at the agency’s operating budget, staffing, and accomplishments.
    • Hawaiʻi Housing Planning Studies (HHPS): Vital documents that analyze housing demand, inventory, and affordability gaps. These studies provide the methodology and projections needed to address the state’s housing needs across various income levels.
    • Consolidated Plans: Multi-year strategic documents that outline the state’s approach to utilizing federal funding, including HOME Investment Partnerships, Emergency Shelter Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).
    • Legislative & Statutory Reports: Reports mandated by the Hawaiʻi State Legislature, including updates on the ALOHA Homes Program, housing for individuals with access and functional needs, and specific state-wide housing initiatives.
    • Research & Methodology: Technical documentation covering the intersection of housing with infrastructure, such as broadband connectivity reports and natural hazard risk assessments.

Consolidated Plan, Five-Year Period:

The State Consolidated Plan provides a market analysis, housing needs discussion and five-year strategy to address the housing needs of Hawaii’s citizens through State administration of the HOME, ESG, and HOPWA programs.

Consolidated Plan, Annual Action Plan:

The Annual Action Plan describes the State’s targeted structural pipelines for coming cycles and logs operational alignment metrics across formula block tools.

Consolidated Annual Performance and Evaluation Report (CAPER)

An Annual performance report to HUD on formula grant housing executions detailing HOME, ESG, and HOPWA distributions.
