Need for Housing Among Individuals with Access and Functional Needs in Hawaii

In response to Act 039 (2018), the Hawaiʻi Housing Finance and Development Corporation (HHFDC) contracted with the University of Hawaiʻi at Mānoa’s Center on Disability Studies (UH) to conduct a study of current housing waitlists in the state and counties and develop a housing report to quantify the need for housing among individuals with access and functional needs.

Housing Action Plan

- Housing Action Plan 2017
Hawaii Housing Planning Study:
A comprehensive set of housing data prepared for a consortium of state and county housing agencies. The study identifies current housing conditions, presents demographic and economic characteristics of Hawaii’s households, and measures housing need, demand and preferences. It also provides an update on the housing inventory and rental housing data.

Housing Functional Plans
The State Housing Functional Plans delineate specific strategies of policies and implementable priority actions.
- Housing Functional Plan 2017

Consolidated Plan, Five-Year Period:
The State Consolidated Plan provides a market analysis, housing needs discussion and five-year strategy to address the housing needs of Hawaii’s citizens through State administration of the Home Investment Partnerships (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs.

Consolidated Plan, Annual Action Plan:
The Annual Action Plan of the Consolidated Plan describes the State’s funding plans for the coming program year and certifies program compliance with the Consolidated Plan, HOME, ESG, and HOPWA programs.

Consolidated Annual Performance and Evaluation Report (CAPER):
An Annual performance report to HUD on the formula grant housing activities. These include HOME funds for affordable for-sale and rental housing, Emergency Shelter Grant funds through Homeless Programs, and HOPWA (Housing Opportunities for Persons with AIDS)

Miscellaneous

Affordable Rental Housing Report and Ten-Year Plan (new)
> The Affordable Rental Housing Report was prepared pursuant to Act 127, SLH 2016, which established the goal of developing 22,500 affordable rental units statewide by the end of 2026. The Special Action Team was established to recommend actions to achieve this goal and proposed production targets to use as measurements of progress. To support this endeavor, an analysis of all statewide public and private lands was conducted to categorize the lands into three tiers of suitability and readiness. The report and county maps are posted below:
